service either for calling for Volunteers, by Draft
or otherwise, as many of the Militia not exceeding
ten thousand men as the exigency may in his
judgment require, and said Militia when so order-
ed to prepare for actual service, shall be organized,
officered, armed and equipped in pursuance of the
laws and regulations governing the United States
volunteer forces, and the Commander-in-Chief is
hereby vested with full power and authority to
make all needful rules and regulations in the pre-
mises.

Sec. 11. And be it enacted, That the Militia
accepted by the Governor and all officers thereof,
and Staff officers when called into actual service,
shall be entitled to such pay and emoluments as
are, or shall be allowed to the officers, non-com-
missioned officers and privates in the United States
Army from the time of their acceptance as troops
by the State.

Salaries

Sec. 12. And be it enacted, That the salaries of
the several Department officers shall be as follows,
to wit: the Adjutant General shall receive, so long
as he discharges the duties of Quartermaster Gener-
al Inspector General and Commissary General, as
herein before provided, the pay of two thousand
dollars per annum payable as heretofore; the
Aids de-Camp to the Governor shall rank as Lieu-
tenant Colonel, but shall not be entitled to any
compensation or allowances except for their expen-
ses when employed on special service, and shall
hold their commissions at the pleasure of the Gov-
ernor.

Sec. 13. And be it enacted, That the sum of ten
thousand dollars be and the same is hereby appro-
priated to enable the Governor to carry into effect
the several provisions of this Act, and he is hereby
fully authorized to apply the said fund in such
manner as will in his judgment best effectuate the
several purposes of this Act.

Sec. 14. And be it enacted, That in all cases of
emergency where money may be wanted to organ-
ize, furnish or supply the Militia of this State who
may be called into active service, the Governor is
hereby authorized to draw his warrant on the
State Treasurer for such sum or sums of money not
exceeding fifty thousand dollars, and to dispose of
