amined and their fitness determined by the Fa-
culty of the college to which they are appointed,
and those who are not graduates of high schools
must present satisfactory certificates of scholastic
ability, industry and good morals, before they can
be examined for admission to any college.

Sec. 7. These appointments shall be divided by
the State Board of Education, who shall also de-
signate the colleges to which students from the
city of Baltimore and the several counties shall
be admitted, among the counties and the city of Bal-
timore, according to representation in the General
Assembly, and in case the city of Baltimore or
any county does not by the first day of Septem-
ber, avail itself of the privilege of nominating stu-
dents, then the vacancies may be filled by the
State Board of Education from applicants at large,
so that the whole number of youth may enjoy the
advantage designed to be secured through the
State donation, and the system of free public in-
struction in primary schools, grammar schools,
high schools and colleges be realized.

Sec. 8. The annual commencements for confer-
ring degrees, shall be held in the city of Balti-
more on the fourth day of July, under such regu-
lations as the Council of the University of Mary-
land may from time to time announce; this shall
not take effect until the Board of Education after
consultation with the Regents of the University
may direct, and shall in no way interfere with
such literary exercises and class orations, as are
held at the different colleges at the close of each
collegiate year.

PETENT TEACHERS.

CHAPTER I.— EXAMINATION OF TEACH-
ERS.

SECTION 1. It shall be the duty of the President
of the Board of School Commissioners to examine
all candidates for the profession of Teachers, in
the presence of any members of the Board of
School Commissioners, should they desire to be
present, and to give each person found qualified,
a certificate setting forth the branches they are
