32. The said certificates for all officers provided
for by the Constitution, except in the case of
Governor and State's Attorneys, shall be directed
to the Governor; for the Governor they shall be
addressed to the Speaker of the House of Delegats,
and enclosed to the Secretary of State; for State's
Attorneys they shall be addressed to the Judge
of the court having criminal jurisdiction in the
county or city.

52. All contested elections for Comptroller of
the Treasury, Commissioner of the Land Office,
Judges, Clerks of the Courts of law and Register
of Wills, shall be decided by the House of Dele-
gates, and the testimony shall be taken in such
cases in the same manner as is herein prescribed
in contested seats of the Senate or House of Dele-
gates.

AN ACT to enable any bank, savings institutior
or savings bank of this State, to become an as-
sociation for the purposes of banking under the
laws of the United States,

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That any bank, savings institu-
tion or savings bank incorporated under the laws
of this State, may become an association for the
purpose of banking under the laws of the United
