ly rate allowed

Sec. 2. And be it further enacted, That the year-
ly rate per capita, for the instruction of deaf and
dumb persons, as provided for in the foregoing
section, shall be allowed during the period for
which payment will become due on the first day of
April, eighteen hundred and sixty-five.

Additional
sum appropri-
ated.

Sec. 3. And be it further enacted, That to enable
the Governor to carry out the provisions of this act
the sum of two thousand five hundred dollars, or
so much thereof as may be necessary, in addition
to the appropriation already made, be and the same
is hereby appropriated for the year ending on the
first day of January, eighteen hundred and sixty-
six.

Sec. 4. And be it further enacted, That this act
shall take effect from its passage.

AN ACT to incorporate the Powhattan Manufac-
turing Company.

Incorporated
— rights and
privileges.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That William T. Slothower, George
Slothower, George W. Hopper, Morris P. Sloth-
ower, John Filton and Ferdinand Ritz, their as-
sociates, successors and assigns, are hereby made
and declared to be a body corporate, by the name
of the "Powhattan Manufacturing Company," and
by that name may sue and be sued in any court of
law or equity, and may make and use a common
seal, and alter the same at pleasure; and may have
and use all the rights, powers and privileges neces-
sary or proper for manufacturing cotton, wool,
flax, hemp, jute, iron and other articles, and for
vending; the same when made; and may purchase,
hold and use real and personal estate, and con-
struct such buildings and improvements o-a their
lands as may be necessary to carry on their said
business; and the said estate, or any part thereof,
