DR. FRANK M. RUSSELL
New Head of Teachers' Training and Elementary Schools.

Recommended by Superintendent West.

Baltimore is proud to have as supervisor of its Teachers' Training and Ele-
mentary Schools such a proficient person as Dr. Frank M. Russell. Dr. Russell,
thru his 24 years of school work, has proved his efficiency.

Already since he has been with us commendable changes have been made.

Dr. Russell, thru his fair-mindedness in dealing with the problems that have
been brought to his notice, has already established his popularity.

He has been described by the Afro-American as having a "broad brow, steady
direct eyes, and a smiling, friendly face."

Having Dr. Russell with us, we may justly look to the future prosperity of
