KENT COUNTY. 921

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That thirteen additional sections be and the same are
hereby added to Article 15 of the Code of Public Local Laws
of Maryland, entitled "Kent County," subtitle "Roads," said
additional sections to come in immediately after Section 167
of said Article 15, and to be known as Sections 167a, 167b,
167c, 167d, 167e, 167f, 167g, 167h, 167i, 167j, 167k, 1671 and
167m, and to read as follows:

167a. The County Commissioners of Kent County are au-
thorized and empowered to control and regulate the public
roads and bridges in said county, subject to the provisions of
this Act.

167b. The County Commissioners of Kent County shall, at
the time of making their annual levy, levy upon the taxable
property of said county a tax of not less than twenty cents on
the hundred dollars, which shall be used for the repair and
reconstruction of public roads and bridges in said county,
which taxes shall be levied and collected as are other county
taxes. The said County Commissioners may appropriate or
levy such other sum or sums of money as they may deem
requisite for building of new bridges and opening of new roads,
and for repairing and reconstructing public roads and bridges
in said county. All of the taxes levied and collected under the
provisions of this section shall be disbursed by the County Com-
missioners upon the roads and bridges in said county and in
the manner hereinafter provided, and in no other.

167c. The Governor of Maryland shall, within forty days
after this Act becomes operative, as herinafter provided for,
appoint some competent person, who shall have a sufficient
knowledge of civil engineering to enable him to accurately
make surveys, plats, profiles and specifications of, or the grad-
ing, draining, maintenance, repairs and reconstruction of the
public roads of said county, and also to do the necessary engi-
neering work for the building or rebuilding of bridges, County
Road Engineer for Kent County for the term of six years, at a
salary of sixteen hundred dollars a year, payable monthly; and
the said County Road Engineer shall hold his office and be
paid for his services from the day he. enters upon his duties,
unless removed for cause, as hereinafter provided; and the
said Governor shall make such appointments without any
reference whatever to the political opinions of the persons so
appointed.

167d. The said County Road Engineer shall not be liable to
removal from office during his term for any reason other than
incompetency, neglect of duty or misconduct in office, and then
upon sworn complaint of ten or more resident taxpayers of
