graded, paved, repaired or improved, curbs to be set and gut-
ters laid, at the cost and expense of the abutting property or
the owner thereof, or compel, by fine or otherwise, the owner
or proprietor of any lot or lots to pave or repave the sidewalks
or footways, to establish and regulate a station house or lock-
up for temporary confinement of violators of the laws and ordi-
nances of the city; to suppress vagrancy; and for the purpose
of carrying out the aforegoing powers, and for the preservation
of the cleanliness, health, peace and good order of the com-
munity, and for the protection of the lives and property of the
citizens, and for the violation of any ordinance or any section
of any ordinance passed under the provisions of this section
or by authority thereof, they may impose such reasonable fines,
not exceeding one hundred dollars in any case, as to them
appear right, and in default of the payment of any fine im-
posed, they may provide for the imprisonment of the offender
for a period not exceeding ninety days, or until the fine be
paid; and all ordinances or parts of ordinances heretofore
passed by the Mayor and Aldermen of Frederick now in force
and not in conflict with the provisions of this Act, are contin-
ued in force until the same are repealed or modified.
SEC. 2. Be it enacted, That this Act shall take effect from
the date of its passage.

CHAPTER 9.
AN ACT to authorize the Commissioners of Thurmont, in
Frederick county, to purchase and take over the Electric
Light and Power Plant, with all rights and properties per-
taining thereto, of The Citizens' Electric Light and Power
Company of Thurmont, a body corporate, and own and oper-
ate the same for lighting the streets, lanes, alleys and public
buildings of said town of Thurmont, and furnishing light,
power and heat to the citizens of said town, and to issue
bonds for the purpose of paying for such electric light and
power plant, and the right and privileges pertaining thereto.
Whereas, It having been considered desirable that the public
streets, lanes, alleys and public buildings of Thurmont, in
Frederick county, should be lighted by electricity, and the
Commissioners of Thurmont, a municipal body corporate,
not having legal authority under the present charter to
erect, equip and maintain the necessary plant to furnish the
electricity for such lighting or to raise the money required
therefor; and
