safety requires it, of running at large; to license and regulate
public hacks, carriages, sleighs or public conveyances, and the
charges for the use thereof; to regulate and prohibit the exca-
vation and opening of streets, public walks and public grounds
for public or private purposes, whether temporary or perma-
nent, and the regulation of any work or thing therein; to regu-
late the laying and the use of gas pipes, water pipes, electric
light conduits, railroad tracks and drains for public or private
purposes in the streets of the town; to provide for the sprink-
ling of streets or parts thereof and establishing of public
fountains of any kind, or hydrants, and the providing the same
with water; to provide for the health of the town, and the
prevention of the introduction^ contagious diseases therein
and within one mile thereof; to prevent and summarily abate
nuisances of any kind, at the expense of the persons maintain-
ing them; to establish quarantine regulations and regulate the
burial and disinterment of the dead; to provide for the licens-
ing and regulating or restraining theatricals, sports, exhibi-
tions, public amusements and performances within the town
and one mile thereof; to license, tax and regulate the peddling
of merchandise on the streets, and branch stores and other con-
cerns established for temporary purposes only, and bowling al-
leys in the said town; to restrain and punish vagrants and
beggars, and to prevent cruelty to animals; to provide for and
regulate the registration of voters in said town for town elec-
tions, and the holding of town elections, and the filling of all
vacancies in any town office not otherwise provided for, and to
do any and all things necessary to make effectual the powers
herein and by law in any way conferred upon the said town;
but all ordinances shall state therein the time they shall go
into effect, and shall be published either by a copy thereof
being inserted in some newspaper published in the town, or
by typewritten copies set at not less than four of the most
public places in the said town ten days before the date they
are to go into force.

SEC. 118. They may, subject to the approval of the Burgess
or over his veto, as provided in Section 128 as amended by this
Act, provide for a new assessment of all the real and personal
property in the town as often as it may seem necessary, and
may, subject to the approval of the Burgess or over his veto,
as provided by Section 128 as amended by this Act, pass all
ordinances necessary to give effect and operation to all the
powers vested in the corporation.

SEC. 119. They shall not levy a tax exceeding thirty cents
on the one hundred dollars of assessable property in any one
vear.
