or account against the said connty shall not apply to the pay-
ment of witness' fees, jurors' fees, crier's fees or bailiff's fees.
Such fees may be paid by the Treasurer and Clerk upon the
order of the Circuit Court for said county, or upon the order
of the clerk of such court. Upon the order of a justice of the
peace he may pay the witness' fees which the State is bound to
pay in criminal cases.

116. The Treasurer and Clerk shall pay to the treasurer of
the Board of County School Commissioners of Dorchester
County all moneys levied for the support of the public schools
thereof at the time and in the manner prescribed by the Public
General Laws of this State.

116A. As aforementioned, the Treasurer and Clerk must
deposit all moneys received and collected by him in some bank
or banking institution in Dorchester County of which the
County Commissioners approve, and in approving such place
or places of deposit the said Commissioners shall prefer the
bank or banking institution which will agree to pay two per
cent, on monthly balances or deposit, rather than any bank or
banking institution which will not pay said interest.

116B. The County Commissioners shall make all just allow-
ances to the several collectors of State and county taxes for in-
solvents and removals upon the application of any such col-
lector substantiated by his affidavit that the allowances asked
are just, and that he has not received and cannot collect the
moneys for which the allowances are prayed. The president of
the County Commissioners is hereby authorized to administer
said oath.

117. The Treasurer and Clerk in the case of State taxes
shall make application to the County Commissioners for an
allowance for all just claims for insolvents and removals, and
he shall append thereto his affidavit, made before the said Com-
sioners, that he has not received and cannot collect any of the
moneys for which such allowances are asked; and the president
of the Board of County Commissioners is hereby authorized to
administer such oath. Upon the presentation of said applica-
tion and affidavit, with the certificate of the County Commis-
sioners appended to or endorsed thereon, setting forth that
they believe the allowance to be just, the Comptroller of the
State shall make the allowances asked for.

117A. On the first day of October, on the first day of Janu-
ary, and on the first day of April in each year, and oftener if
the County Commissioners require, the Treasurer and Clerk
shall make to the said commissioners a sworn report of the re-
ceipts and disbursements of the public moneys and funds in his
