serving warrants and processes, whether ordered and issued
by the town commissioners or the president thereof, or by any
justice of the peace.

99. The town commissioners of La Plata and all other offi-
cers of the corporation created by this Act or appointed by
said town commissioners shall before they enter upon the duties
of their respective office make oath before some justice of the
peace that they will diligently and faithfully to the best of
their skill and judgment perform the duties of their office, and
shall file a certificate thereof, signed by the officer before whom
the said oath was taken, among the records of the corporation.

100. The clerk and bailiff appointed in accordance with the
provisions of this Act shall each give bond to the town com-
missioners of La Plata in such penalty and with such sureties
as said town commissioners may require and approve, condi-
tioned for the faithful performance of the duties of their office
as clerk and bailiff respectively, and the said bonds shall, if the
town commissioners require, be recorded in the office of the
clerk of the Circuit Court for Charles County.

101. The Town Commissioners of La Plata shall allow their
clerk and bailiff such compensation as may be deemed reason-
able by said town commissioners.

102. The Town Commissioners of La Plata shall pass and
enact such ordinances and make such improvements not incon-
sistent with law as they may deem beneficial to the town and
necessary for the good government thereof. They may open,
widen, straighten, change and close highways, roads, streets,
lanes and alleys within the corporate limits of said town of
La Plata, and may make, grade, repair and pave the same; they
may dig or ditch for draining purposes and make subways
either for draining or for sewerage purposes; they may remove
nuisances and obstructions from said town; they may restrain
all disorders and disturbances within said town; they may pre-
vent and prohibit all congregations of disorderly persons with-
in the limits of said town; they may apprehend and fine all
tramps, vagabonds and disorderly persons who shall enter or
be found within the limits of said town; they may impose a
tax on all geese, dogs, hogs and other animals, if any, other
than those hereinafter provided, against running at large with-
in the limits of said town, or may prohibit such running at
large under such penalties as they may choose to impose upon
the owner of such geese and other animals; and they shall en-
force and collect fines, penalties and forfeitures for the viola-
tion of ordinances passed and enacted by them, and may com-
mit or cause to be committed all offenders against such ordi-
nance to the county jail until such fines, penalties and for-
feitures be paid, with costs, but not exceeding thirty days.
