sioners, whereupon the County Commissioners shall hear said
appeal at their first meeting thereafter and their decision shall
be final. The said road engineer shall appear before the Coun-
ty Commissioners at their firs/t meeting in each and every
month and make a statement in writing to them of the work
done and money expended. He shall examine and certify to
the correctness of all bills and accounts of any work done or
materials furnished on the public roads and bridges of Charles
county before the same shall be paid by the County Treasurer;
and the said County Treasurer shall make no payments of such
accounts unless certified by said engineer and approved by the
said County Commissioners. He shall make out annually in
writing a detailed report to the Board of County Commission-
ers of all work done on the county roads and bridges for the
year, together with the names of all persons working on said
roads and bridges and the amounts to which each person is
entitled for such work, and which he has certified as correct,
which report shall be made on or before the first day of July,
in each year, and a copy of. the said report shall be filed in the
office of the County Commissioners, and published in the
county papers as is required in the case of the county levy.
SEC. 159. In case the said engineer shall fail to keep the
accounts or make the reports as herein set forth, or shall wil-
fully make false reports and accounts, he shall be liable to in-
dictment by the grand jury of Charles county; and, if con-
victed in the Circuit Court thereof, shall be fined a sum, in the
discretion of the Court, not exceeding three hundred dollars,
or be imprisoned for not more than six months, or both fine
and imprisonment, in the discretion of the Court. The road
supervisors, to be appointed as herein provided, shall be liable
to indictment for wilful neglect of the duties imposed upon
them, or for malfeasance in office, and if convicted in the Cir-
cuit Court of Charles County aforesaid, shall be fined, in the
discretion of the Court, not more than three hundred dollars.
SEC. 160. Whenever any person or persons shall desire to
improve any public road in said county to an extent beyond
that contemplated by the county road engineer, they may make
application to the County Commissioners by petition, setting
forth the location of the road to be improved, the extent and
character of the improvements and the probable cost thereof;
and the said County Commissioners shall thereupon order the
county road engineer to examine the location and the purpose
set forth in the petition; and if he shall be of the opinion that
the public interest will be promoted thereby, he shall report
his determination to the County Commissioners, setting forth
his reasons for such determination, and an estimate of the cosf
