CECIL COUNTY. 737

SEC. 118p. The County Road Engineer may appoint district
road supervisors, but not more than one supervisor in any elec-
tion district or precinct of Cecil county, who shall be paid such
wages or salary as the County Commissioners may prescribe;
and it shall be the duty of said district road supervisor to take
charge of and manage the work on the public roads and bridges
in the district or precinct for which he is appointed, subject to
the control and direction of the County Road Engineer, and
he shall perform such other duties as the County Road Engi-
neer may prescribe, and may be removed at any time by the
said County Road Engineer.

SEC. 118G. Any person appointed under the provisions of
this Act whose duty it is to keep accounts or make reports who
shall fail to do so, or who shall wilfully make false reports or
accounts, shall be liable to indictment by the Grand Jury of
Cecil County, and, if convicted in the Circuit Court thereof,
shall be fined a sum, in the discretion of the Court, not exceed-
ing three hundred dollars, and shall make good th'e loss arising
from such neglect of duty or fraud.

SEC. 118H. Whenever any person or persons shall desire to
improve any public road in said county to an extent beyond
that contemplated by the County Road Engineer, they may
make application to the County Commissioners by petition set
ting forth the location of the road to be improved, the extent
and character of the improvement and the probable cost there-
of; and the said County Commissioners shall thereupon order
the County Road Engineer to examine the location and purpose
set forth in said petition; and if he shall be of the opinion that
the public interest will be promoted thereby, he shall report his
determination to the County 'Commissioners, setting forth his
reasons for such determination, and an estimate of the cost
of such improvement; and if the County Commissioners shall
approve the report of the said County Road Engineer, they
shall direct the expenditure of any amount not to exceed one-
half the total of said estimate to be paid out of the road levy
or of other moneys belonging to the county; provided, that the
petitioners for such improvements shall first pay into the
Treasury of the county an amount not less than one-half of
said estimate; all of said money to be expended under the di-
rection of the County Road Engineer.

SEC. 118i. It shall not be lawful for the County Commis-
sioners to open any new public road in Cecil county until they
shall have such proposed road surveyed and platted by the
County Road Engineer and an estimate in writing made by
him of the cost of building such proposed road, including nec-
essary bridges on the same; and any such new public roads
