SEC. 3. And be it enacted, That all male persons of the age
of twenty-one years and upward, who, on the day of election
and continuously for a period of thirty days prior thereto shall
be the owner of any interest in real estate in said town, shall
elect by ballot in the first Saturday in June of each year after
1910 a Mayor and six Councilmen of said town, who shall, to-
gether, constitute the Town Council of North Beach; provided,
that no tract of ground comprising less than fifteen hundred
square feet shall serve as a basis of suffrage, and that owner-
ship of an interest in any one such parcel of real estate shall
not be held to constitute a basis of suffrage of more than one
person.
SEC. 4. And be it enacted, That until the first Saturday in
June, 1911, Charles Williams, William E. Pairo, John W.
Hayes, Lewis T. Greist, Damon A. Binkert, J. Marion Fowler,
John C. Shaw and Clifton Ward shall be and hereby are con-
stituted Councilmen of said town.
SEC. 5. And be it enacted, That the said persons, so named
and constituted Mayor and Councilmen, shall meet within
thirty days after the passage of this Act, or as soon thereafter
as practicable, and qualify by taking the oath of office pre-
scribed before a Justice of the Peace for Calvert County, and
organize as the Town Council of the town of North Beach.
And they may from time to time do and perform all things re-
quired or allowed to be done by the Mayor and Town Council
under this Act, and they are hereby invested with all powers
and are required to perform all the duties authorized or re-
quired ,to be done by the Mayor and Town Council under this
Act, and they shall continue in office until the first election
under this Act, and until their successors are elected and quali-
fied.
SEC. 6. And be it enacted, The said Town Council of North
Beach shall, at least ten days prior to the said first Saturday
in June, 1911, and annually thereafter, give notice of the time
and place of holding an election for Mayor and Councilmen
by posting printed or typewritten notices in five conspicuous
places in the said town, and shall also publish such notice in
some newspaper published in Calvert County, Maryland, and
in one published in Washington, D. C., for three consecutive
weeks prior to said election; and at some meeting of the said
Council prior to the first Saturday in June, 1911, and each
year thereafter, it shall appoint three citizens of the said town
to act as judges of said election, who, before acting as such,
shall take an oath before the Mayor or some Justice of the
Peace of Calvert County, Maryland, to allow all persons to
vote who are qualified to vote under this Act and to allow none
to vote unless so qualified.
