respect to the assessment or valuation of property of whatso-
ever sort or description, in the City of Baltimore, for purposes
of taxation, but all such laws applicable to Baltimore City
shall remain in full force, virtue and effect.

SEC. 33. And be it further enacted, That nothing in this
Act shall be taken to apply to Somerset and Worcester Coun-
ties.

SEC. 34. And be it enacted, That this Act shall take effect
from the date of its passage.

ARTICLE LXXXIII.

SALES AND NOTICES.

CHAPTER 346.

AN ACT to add certain new sections to Article 83 of the Code
of Public General Laws, title "Sales and Notices," said sec-
tions to be grouped in chapters numbered from I to VI, both
inclusive, and said sections to follow immediately after Sec-
tion 18 of said Article, and to be designated as Sections 19
to 97, both inculsive.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That certain new sections, grouped in chapters numbered
from I to VI, both inclusive, be and the same are hereby added
to Article 83 of the Code of Public General Laws, title "Sales
and Notices," said sections to follow Section 18 of said Article,
and to be designated as Sections 19 to 97. both inclusive, and
to read as follows:

SEC. 19 (1) A contract to sell goods is a contract whereby
the seller agrees to transfer the property in goods to the buyer
for a consideration called the price.

(2) A sale of goods is an agreement whereby the seller
transfers the property in goods to the buyer for a consideration
called the price.

(3) A contract to sell or a sale may be absolute or condi-
tional.

(4) There may be a contract to sell or a sale between one
part owner and another.

SEC. 20. Capacity to buy and sell is regulated by the gen-
eral law concerning capacity to contract, and to transfer and
acquire property.

Where necessaries are sold and delivered to an infant, or to
a person who by reason of mental incapacity or drunkenness
