ive districts, and also all books, documents and papers used
by them during their proceedings as said assessors; and no
payment shall be made to said assessors for the services ren-
dered until said documents and books are returned to the
proper authorities for receiving same.

SEC. 20. And be it enacted, It shall be the duty of the said
several Boards of County Commissioners, acting as boards of
control and review, to give two weeks' notice by publication
prior, to the second Tuesday of September, nineteen hundred
and ten, or thereafter, as hereinafter provided; and if there
be no newspaper published in the county for which any Board
of County Commissioners, acting as such board of control and
review, such notice shall be given by notice set up at the court
house door in said county, and other public places in said
county. Each of said Boards of County Commissioners acting
as boards of control and review shall assemble on the second
Tuesday in September, nineteen hundred and ten; or, in case
of time for completing the assessment shall have been extended
by the Governor, as provided by this Act, then upon the day on
which by which his direction said assessment must be returned,
and shall continue in session daily thereafter, from ten o'clock
A. M. until three o'clock P. M., and shall, on each of said days,
remain in session not less than five hours, and shall receive
pay only for the days on which they shall actually be in ses-
sion. Each of the said Boards of County Commissioners, act-
ing as boards of control and review, shall proceed to consider
the returns to them respectively made by the assessors from
the respective assessment districts within their respective ju-
risdictions, and to hear and determine the appeals of any per-
son or owner taken in accordance with Section 16 of this Act,
who may deem himself or itself aggrieved by any valuation of
property made by said assessors. In every Board of County
Commissioners acting as a board of control and review a ma-
jority of the members of said board shall constitute a quorum
and be competent to perform all duties and exercise all the
powers of the said board. Each of the said Boards of County
Commissioners acting as boards of control and review shall
fully inform persons or owners resident within their respect-
ive jurisdiction who may apply to them as to the property
valued within its jurisdiction to such respective persons and
owners as to the amount at which said property has been so
valued. Each of said Boards of County Commissioners act-
ing as boards of control and review shall have power and au-
thority to examine, upon oath or affirmation, any person or
persons making any complaint of or appeal from any valua-
tion returned to such boards touching any other property be-
longing to said person or owner, whether the same had been
