SEC. 13. Be it further enacted by the General Assembly of
Maryland, That all proper expense incurred by the said Board
of Managers of the "Hospital for the Negro Insane of Mary-
land" in having plans and specifications made for the erection,
construction and equipment of the "Hospital for the Negro
Insane of Maryland" shall be payable out of the funds to be
provided in the loan herein authorized.
SEC. 14. And be it enacted by the General Assembly of
Maryland, That this Act shall take effect from the date of its
passage.

CHAPTER 411.
AN ACT to provide for the issue of one hundred thousand dol-
lars, Maryland State bonds, for the purpose of erecting addi-
tional buildings and providing additional equipment for im-
proving the grounds of the Maryland Tuberculosis Sana-
torium, in Frederick county, said bonds to bear a rate of in-
terest not higher than three and one-half per cent, per an-
num, and to provide for a sinking fund for the payment of
said bonds.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of erecting additional build-
ings, providing additional equipment, and for improving the
grounds of the Maryland Tuberculosis Sanatorium in Freder-
ick county, a loan be and the same is hereby created, to be
called the "Sanatorium Loan," to the amount of one hundred
thousand dollars. The said loan hereby created shall in all its
parts bear date the first day of January, 1911, and shall bear
interest at the rate to be fixed by the Governor, the Comp-
troller of the Treasury and the Treasurer of this State, or a
majority of them, not to exceed three and one-half per cent,
per annum, payable on the first day of July and January in
each year, and the said loan and every part thereof, and the
interest payable thereon, shall be and remain exempt from
State, county and municipal taxation; and the principal
amount of said loan shall be redeemable fifteen years from the
date thereof.
SEC. 2. And be it enacted, That the Governor, Comptroller
of the Treasury and Treasurer, or a majority of them, be and
they are hereby authorized and directed to have prepared
proper certificates of indebtedness of the State, in good and
sufficient form, to aggregate in amount the sum of one hundred
thousand dollars, as evidence of such loan; such certificates of
