tions 38A, 38B, 38c, 38D, 38E, 38F and 38G, and providing,
among other things, for enlarging and prescribing the duties
and powers of the Lunacy Commission, the whole of this
Act relating to the subject of "Lunatics and Insane."
SECTION 1. Be it enacted ty the General Assembly of Mary-
land, That Sections 17, 18, 19, 21, 22, 23, 25 and 37 of Article
59 of the Code of Public General Laws of Maryland of 1904,
entitled "Lunatics and Insane," sub-title "Lunacy Commis-
sion," be and the same are hereby respectively repealed and
re-enacted with amendments so as to read, respectively, as
follows:
17. Said Commission shall appoint a Scretary, who shall
be a qualified physician and who at the time of his appoint-
ment shall have had at least two years of actual experience in
the treatment of mental diseases; he shall record the transac-
tions of the Commission and perform such other duties as may
be ordered by the Commission. His salary shall be $2,500 per
annum, and $2,500.00 per annum or so much thereof as may
be necessary in addition to the salary of the Secretary shall be
allowed for expenses to be accounted for annually to the
Comptroller of the State.
18. Said Lunacy Commission shall make such by-laws and
regulations not inconsistent with this article, as it may deem
proper. The Commission shall meet at least once in each
month, and should be required to meet at any time when a call
for a meeting shall be made in writing by any two members
of the Commission to the secretary. There shall be semi-an-
nual meetings, which it shall be the duty of the Lunacy Com-
mission and the members of the several boards of managers of
the various State hospitals for the insane and feeble-minded
in Maryland to attend for the purpose of consultation and the
more harmonious and effective administration of this Article
and the protection and advancement of the interests of insane
persons within the State. Such semi-annual meetings shall be
held at the office of the Lunacy Commission, or at such other
place as said Commission may designate.
19. The Lunacy Commission is hereby vested with full and
plenary powers and charged with the duties and functions of
supervision of all matters relating to the custody, cure and
treatment of the insane as provided in this Act; said Commis-
sion shall secure to the insane just and humane care and care-
ful and adequate treatment of their malady, or maladies, and
shall do and effectuate whatever may be feasible for the amelio-
ration and improvement of their condition, and said Commis-
sion shall furthermore secure to the insane in this State all
their rights and privileges as involuntary wards of the State.
