hereinbefore specified shall be null and void. And the said
Mayor and Council shall give not less than ten (10) days' no-
tice that the matters provided for in this Act will be submitted
to the voters of Hagerstown, by publication in the daily news-
paper of the said town, ten (10) days before the day of said
election.

SEC. 8. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 510.

AN ACT to repeal Sections ninety-two, ninety-three, ninety-
four, ninety-five, ninety-six, ninety-seven of Article twenty-
two of the Code of Public Local Laws of Maryland, title
"Washington County," subtitle "County Commissioners,"
and re-enact the same with amendments, relating to the elec-
tion by the qualified voters of Washington County, Maryland,
of a clerk to the County Commissioners of Washington Coun-
ty, and his duties and those of the tax collector.

SECTION 1. Be it enacted by the General Assembly, That
Sections ninety-two, ninety-three, ninety-four, ninety-five, nine-
ty-six and ninety-seven of Article twenty-two of the Code of
Public Local Laws of Maryland, title "Washington County,"
subtitle "County Commissioners," be and the same are hereby
repealed and re-enacted so as to read as follows:

Section 92. There shall be a clerk to the County Commis-
sioners of Washington County, to be styled the county clerk,
who shall be elected by the qualified voters of Washington
County on the Tuesday next after the first Monday in Novem-
ber, in the year nineteen hundred and eleven, and on the same
day every second year thereafter; and shall hold his office for
two years from the first Monday in January next ensuing his
election and until his successor shall be elected and qualified,
and shall be re-eligible thereto, and be subject to removal there-
from for incompetency, wilful neglect of duty or misdemeanor
in office on conviction in a court of law. No one shall be elected
county clerk who shall not be. above twenty-one years of age
and three years a resident of Washington County, Maryland.
A clerk to the County Commissioners shall be selected by said
County Commissioners in manner hitherto provided by law un-
til the election of the county clerk as hereinbefore provided; the
duties, functions and compensation of said clerk to the County
Commissioners to be the same as herein provided for said the
county clerk.
