SECTION 1. Be it enacted by the General Assembly of Mary-
land, That all owners of dogs and sluts of the age of four (4)
months and upward in Talbot County shall pay to the county
an annual tax of one dollar for each dog or spayed slut and two
dollars for each slut, and any dog or slut kept straying about
the premises of any person with his knowledge, whether such
person be the owner or only the occupant of said premises,
shall be deemed for the purpose of this section the property of
said person, and the tax imposed by this section shall be due
and payable on the first day of July of each year. And no slut
shall be taken under this section as a spayed slut, unless the
person paying the tax therefor shall produce satisfactory proof
to the County Commissioners that said slut has been spayed.
SEC. 2. And be it enacted, That the County Commissioners
of said Talbot County shall and they are hereby directed to
divide their county into constabulary districts in proportion to
the number of constables in said county, and shall make it the
duty of said constables in each of said districts to enumerate
annually the number of dogs and sluts in said districts, to-
gether with the name or names of the person owning or keeping
same, and to return a full and complete account or statement
of said enumeration to the County Commissioners of said
county as soon as the same may be completed by said consta-
bles, and the said County Commissioners shall direct the
County Treasurer of Talbot County to pay annually to each
constable who shall faithfully make and return said account or
statement to them as aforesaid ten per centum of the whole tar
collected on dogs and shits in the constabulary district as-
signed to him and in which he has made such enumeration and
return, to be paid out of the taxes collected under this Act, and
all constables failing to render an account or statement as
herein provided shall be held liable for such default.
SEC. 3. And be it enacted, That it shall be the duty of the
County Treasurer to collect and pay into the county treasury
the tax due from owners of dogs and sluts in said county, and
for such additional service he shall receive ten per centum of
the whole amount of such tax collected by him, to be paid out of
such tax; and for the faithful performance of such additional
service his official bond shall be liable; and for the collection
of the annual tax from owners of dogs and sluts he is invested
with all the authority conferred upon him as collector of State
and county taxes.
SEC. 4. And be it enacted, That the real estate and personal
property of owners of dogs and sluts in said Talbot County
shall be liable for the said tax, and may be sold by the Treas-
