1114 LAWS OF MARYLAND.

election qualify by taking the oath prescribed by the Sixth
Section of the First Article of the Constitution of Maryland
before the clerk of the Circuit Court for Somerset County,
shall serve severally for a term of two, four and six years
from the first Monday in July, 1910, and until their successors
are respectively elected and qualified as herein provided, and
each of their successors shall serve for a term of six years
from the first Monday in July next succeeding his election,
and until his successor is elected and qualified, the several
terms of the said commissioners so as aforesaid to be elected
on the first Monday of June, 1910, shall be determined by lot
cast or drawn in the presence of and by direction of the said
clerk of the Circuit Court at his office during the month of
June, 1910, as said clerk shall direct, which drawing or cast-
ing of lots shall be public and shall be entered among the min-
utes of said clerk, as thus ascertained. The persons so chosen
shall serve for the terms they respectively draw and until their
successors are elected and qualified, and immediately upon
their qualification as aforesaid after said first Monday in
June, 1910, the several terms of the commissioners now in
office shall cease and determine, and the aforesaid legal voters
shall elect by ballot in every two years after said election in
1910 at such place within said town as shall be designated by
the president and commissioners of said town by notice put
up as aforesaid, a judicious and discreet person, a qualified
male voter of said town, as commissioner, in order to bring
about the election of one commissioner every two years, as
aforesaid, and at the first meeting of the commissioners after
any election aforesaid, which shall be within two months
thereafter, they shall choose from their body a president,
who shall preside at all meetings of said commissioners and
vote on all questions before them, and in the event of a va-
cancy among said commissioners the person appointed to fill
such vacancy shall only fill out the unexpired term; the said
commissioners shall meet in regular session at least twice in
each month in every year, and in the discretion and at the call
of the President shall hold special meetings, and the compen-
sation for the services of said commissioners shall be $25 per
annum.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.
