tax for the payment of such notes or other evidences of indebt-
edness being expressly prohibited.
95. For the enforcement of the city ordinance the police
justice who shall be one of the justices of the peace of the State
of Maryland in and for Somerset County and for Crisfield
District shall have all the power of ordering arrest and sum-
moning witnesses, trying cases and inflicting fines and punish-
ments for violations of the same that are now vested in justices
of the peace by the State laws, and shall be entitled to demand
and receive the same fees therefor as in other criminal cases.
He shall be furnished with a copy of the Charter and ordi-
nances of the city, and shall keep a separate docket for cor-
poration cases, submit the same when required and render
quarterly statements and pay over all the fines to the treas-
urer. And the Mayor and Council may provide that a violation
of the provisions of any ordinance may be a misdemeanor and
punishable by fine and imprisonment in the city or county jail.
From any judgment rendered by the police justice in the en-
forcement of any provision of this chapter or of the ordinances
of the city, an appeal shall be by the party aggrieved to the
Circuit Court for Somerset County; provided the appeal is
taken within thirty days after the rendering of such judgment;
but no appeal shall stay process or execution upon judgment
unless good and sufficient bond be given for payment of fine and
all costs in case judgment be affirmed.
96. This act shall not affect or impair any right vested or
acquired and existing at the time of the passage of this Act re-
lating to said city or its officers; provided that this section shall
not be construed to make irrepealable or irrevocable any rights
which before the passage of this Act was repealable or revoca-
ble; nor shall this Act impair, discharge or release any con-
tract, obligation, duty, liability or penalty whatever now ex-
isting. All suits and action, both civil and criminal, pending or
which may hereafter be instituted for causes of action now ex-
isting or offenses already committed against any law or ordi-
nance repealed by this Act, shall be instituted, proceeded with
and prosecuted to final determination and judgment as if this
Act had not been passed. No tax levied nor any proceeding
taken for the collection of any such tax or the enforcement of
the payment of the same before the passage of this Act shall in
any manner be affected by the passage of this Act, and the
mode of procedure in any such matter shall be the same as if
this Act had not been passed.
97. All laws now in force relating to or applicable to the
Commissioners of Crisfield and not included in this Act and
not inconsistent with this Act, or such of them as may be
