63. Any person elected as Mayor or Councilman, before be
enters upon the duties of his office, shall first take an oath, the
Mayor before a justice of the peace of the county and the Coun-
cilman before the Mayor, that he will diligently and faithfully,
without partiality, favor or prejudice, well and truly perform
the duties of Mayor or Councilman, as the case may be, which
oath shall be recorded and filed in the office of the clerk of the
Mayor and City Council of Crisfield, and a certified copy of
said record shall be competent evidence of the taking of said
oath.
64. If any vacancy shall occur in the office of Mayor or Coun-
cilman by death, removal, resignation, failure to qualify or
otherwise, the Councilman, or the remaining Councilman, at
their next regular meeting, or at a special meeting called for
the purpose, shall elect a qualified person to be Mayor or Coun-
cilman, as the case may be, to fill such vacancy or vacancies, to
serve until the next election under this Act and until his or
their successors are elected and qualified, who shall take the
oath hereinbefore prescribed and in the same manner, which
oath shall be certified to and recorded in the proceedings of the
Council in same manner as if he or they had been originally
elected to said vacant office, and at the next annual election the.
qualified voters shall elect a qualified person to fill said vacancy
for the unexpired term.
65. All ordinances and by-laws passed by the City Council'
shall be delivered by the clerk of the Council at once, or as soon
as conveniently may be, to the Mayor for his approval. He shall
return the same to the clerk within six days after delivery to
him, inclusive of the day of delivering and its return, with his
approval or disapproval; and any ordinance or by-law returned
by the Mayor without his approval shall not subsequently
become a by-law unless subsequently passed at a meeting by a
unanimous vote of the Councilmen; and if he shall fail to
return same within six days of its delivery, as aforesaid, then.
the said ordinance or by-law shall become effective and valid
without his approval. The Mayor shall see that all by-laws and
ordinances of the city are promptly and strictly enforced; he
shall after each biennial election, and so often as he shall deem
proper, report to the Council the conditions of municipal
affairs, with such recommendations as he deems proper for the
public good and welfare of the city; he shall appoint tire officers
herein provided, and he is hereby given full control of the police
officers and street supervisor, and all other officers who shall
receive their orders from the Mayor and execute them under
and by virtue of the law and the ordinances to the best of their
