road Company or to the said Washington, Potomac and Chesa-
peake Railroad Company operating under any change of name
or incorporation.
SEC. 2. And be it enacted, That the freight charges for haul-
ing articles of freight over said railroad, either in bulk or par-
cels, shall in no case be greater than twenty-five per cent, above
the published schedules of the Pennsylvania Railroad Com-
pany for hauling freight either in bulk or parcels for the same
distance in the State of Maryland.
SEC. 3. And be it enacted, That failure to comply with the
provisions of Sections one and two of this Act shall be deemed
a misdemeanor, and shall be punished by a fine of not less
than fifty dollars for each day Section one of this Act is
not complied with, and by a fine not exceeding fifty dollars
for each freight charge made in excess of the freight charge
permitted by Section two of this Act. Said fine or fines to
be recovered as other fines are now recovered in the State of
Maryland against corporations.
SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 711.
AN ACT to authorize and direct the County .Commissioners of
St. Mary's County to levy a sum of taxes not to exceed six
hundred dollars, to. build a schoolhouse, for white children,
in or near the village of "Chaptico," in the Fourth Election
District of St. Mary's County.
SECTION 1. Be it enacted by. the General Assembly of Mary-
land, That the County Commissioners of St. Mary's County be
and they are hereby authorized and directed to levy a sum of
taxes not to exceed six hundred dollars, to build a schoolhouse
for white children in or near the village of Chaptico, in the
Fourth Election District of St. Mary's County.
SEC. 2. And be it enacted, That the Board of School Com-
missioners of St. Mary's County shall contract for the building
of said schoolhouse by bids in the usual form, awarding the
flame to the lowest responsible bidder; provided, said bid does
not exceed six hundred dollars.
SEC. 3. And be it enacted, That this Act shall take effect from
the date of its passage.
