manner as other foreign corporations which are not specifically
excepted from the payment of said franchise tax by the provi-
sions of said Section 95 of said Article 23.
SEC. 3. And be it further enacted, That this Act shall take
effect from the first day of June, 1918.

CHAPTER 470.
AN ACT to provide additional funds, not exceeding ten thou-
sand dollars ($10,000), for the County Commissioners of
Montgomery "County to complete the improvement of the
public road from the State road near Glenmont to the vil-
lage of Colesville in said Montgomery County known as the
Kemp's Mill-Colesville public road, and authorizing and
empowering the said County Commissioners of Montgomery
County to issue bonds to an amount not to exceed ten thou-
sand dollars ($10,000) for the purpose of completing the
rebuilding and improving of said public road; and to levy
and collect taxes on the 5th and 13th Election Districts of
said County for the payment of said bonds and the interest
coupons thereon.
WHEREAS, By Chapter 40, Acts of General Assembly of
Maryland, passed at the January Session, 1916, the County
Commissioners of Montgomery County were directed to issue
bonds not to exceed ten thousand dollars ($10,000) for the
purpose of improving the public road from the State road near
Glenmont to the northwest branch known as the Kemp's Mill-
Colesville road; and,
WHEREAS, By an arrangement of the said County Commis-
sioners with the State Roads Commission of Maryland a con-
tract was let for the relocating and improving the entire length
of the road from the said State road near Glenmont to the vil-
lage of Colesville; and
WHEREAS, The said contract was entered into in the year
1916, based on the then prevailing prices of labor and ma-
terial; and
WHEREAS, The great increase in cost of material and labor
due to the war makes it impossible to complete the work with
the funds available; and
