tion of said sale by the stockholders of said Company after the
announcement of the valuation so to be fixed by the Public
Service Commission of Maryland; and

WHEREAS, the said Mayor and Council of Hagerstown did,
by resolution passed on the 17th day of January, 1918, indi-
cate a readiness to purchase the plant of The Washington
County Water Company and to accept the valuation placed
upon said plant by the Public Service Commission of Mary-
land as the price at which the question of said purchase should
be submitted, to the qualified voters of said city; and

WHEREAS, the directors of The Washington County Water
Company and the Mayor and Council of Hagerstown have
therefore agreed that the valuation so to be determined by the
Public Service Commission of Maryland shall constitute the
price at which the question of the sale of the plant of said
Company shall be submitted to the stockholders thereof, and
the question of the purchase of said plant shall be submitted
to the qualified voters of Hagerstown; and

WHEREAS, the Public Service Commission of Maryland,
upon the request of the Directors of the Washington County
Water Company and of the Mayor and Council of Hagerstown,
has agreed to place a valuation upon the plant of the said
Washington County Water Company, which said valuation
will be made as of March 1, 1918; now, therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That after the sale of the plant of The Washington
County Water Company shall have been approved by a major-
ity of the stockholders of said Company and the purchase of
said plant shall have been approved by a majority of the quali-
fied voters of Hagerstown in the manner hereinafter set forth
at a price based upon the valuation to be fixed by the Public
Service Commission of Maryland, the said Mayor and Council
of Hagerstown be and it is hereby authorized and empowered
to acquire, by purchase, the entire plant of the said Wash-
ington County Water Company, including all of its real and
personal property, rights, privileges, waters, streams of water,
waterways, watercourses, easements and franchises subject to
the provisions of this Act, at and for said price to be fixed as
the valuation of said plant by the Public Service Commission
of Maryland, together with such additions and extensions to
said plant as may be made by said Washington County Water
