SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety and being passed upon
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.

CHAPTER 55.

AN ACT to authorize the Board of County School Commis-
sioners of Anne Arundel County to borrow money on the
credit of Anne Arundel County to acquire a site and erect
thereon a high school building in the lower end of Anne
'Arundel County, as determined by the building committee
herein appointed and to provide for the heating and furnish-
ing of said building.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That George Fox, Emmett M. Webb, Alfred H.
Perrie, Julius Phipps and Frank M. Duvall be, and they are,
hereby constituted a building committee for the purpose of
acquiring by gift, purchase or otherwise a site for a high
school building at such place in the lower end of Anne Arundel
County, as said Building Committee shall determine, and for
erecting on said site a building for a high school to accommo-
date the needs and uses of the said sections of said County.
Three of said Building Committee shall constitute a quorum
for the transaction of business, and all vacancies occurring in
said Committee either from death, resignation, refusal to act
or otherwise shall be filled by the Board of County School Com-
missioners of Anne Arundel County.

SEC. 2. And be it enacted, That the said Building Com-
mittee shall, as speedily as possible, acquire the site and pro-
cure and adopt a plan and specifications for the erection of
said high school building, and as said plan and specifications
are determined upon said Building Committee shall invite
sealed proposals by advertisement for a reasonable time for the
construction and completion of said work, which proposals shall
be sent in sealed envelopes in care of County School Superin-
tendent of Anne Arundel County, addressed to the chairman of
said Building Committee, and shall be publicly opened on the
