be designated as Millington Fire Bonds and numbered con-
secutively and shall be redeemable in the order they are num-
bered in sums of five hundred ($500.00) dollars in each year
beginning two years from the date said bonds are issued, and
one bond shall be paid each year thereafter until all of said
bonds shall be paid; but said bonds shall be redeemable, how-
ever, at the option of said Commissioners of Millington after
twelve years from the date of their issue; they shall be ex-
empt from State, County and municipal taxation and shall
have printed on them a reference of the Act of the Assembly
authorizing their issue. The said Commissioners of Milling-
ton are directed to advertise at least once a week for three con-
secutive weeks in two or more newspapers published in Kent
County for the purpose of opening negotiations for said bonds
and on a certain day to be named in said advertisement they
shall, in the presence of such persons as may be interested,
open all bids received and award the bonds to the highest bid-
der, provided, no bid less than par shall be accepted.
SEC. 2. And be it further enacted, That the Commissioners
of Millington shall in each and every year levy upon the as-
sessable property in the Town of Millington such sums of
money as may be necessary to pay the interest on said bonds
as said interest shall become due and payable and also to levy
such sums in addition as may be required to pay or redeem
said bonds as the same mature from time to time until all of
said bonds shall have been paid.
SEC. 3. And be it further enacted, That as a preliminary
and prerequisite to the exercise of the powers and authority
hereby granted and conferred, the sense of the voters of the
Town of Millington who are qualified to vote at any election
held in the Town of Millington for Commissioners of Milling-
ton, shall be first taken and had thereto, at an election to be
held for the purpose in the Town of Millington on the 27th
day of July, 1918, at some suitable place in said Town,,
selected by said Commissioners between the hours of 2
P. M. and 5 P. M. The Commissioners shall give at least
ten days' notice of said election by advertisement in one or
more newspaper published in Kent County aforesaid and any
Justice of the Peace selected by said Commissioners may pre-
side thereat and if the said Justice be not present at the time
of the opening of the polls for said election, the Commissioners-
or a majority of them, may hold the same; if anything shall
