And the said The Mayor and Commissioners; at any time after
their election held under this Act, may appoint two persons,
citizens of said town, to assess and value all property located
within said corporate limits, and shall pass all ordinances nec-
essary, and to prescribe the duties and powers of said assess-
ors; provided, however, that the assessment for town purposes
shall not exceed the assessment for State and County purposes,
and the said The Mayor and Commissioners shall have power
to pass such ordinances as they may deem proper for the
assessment, reassessment, transfer and appeals from assess-
ment, of properties of said town; or the said The Mayor and
Commissioners may accept for said assessment purposes the
values placed upon the real and personal property within said
town as are placed thereon by the State and County Assess-
ment.

SEC. 9. Be it enacted, That all fines or forfeitures imposed
by the ordinance of the town of Barton shall be imposed by a
Justice of the Peace of Allegany for the election district in
which said town is located, upon a warrant to be issued, di-
rected to the bailiff or any policemen, and the person so con-
victed and in default of payment thereof, may be committed
to the jail in Allegany County, or any other places of confine-
ment provided by the said The Mayor and Commissioners.

SEC. 10. And be it enacted, That in case of death or re-
fusal to act, resignation or disqualification of the Mayor or
any of the Commissioners or Clerk, the remaining Commis-
sioners or a majority of them shall have power to appoint
some person or persons to fill their unexpired term, and any
such person shall have all the qualifications to hold such office
as is provided for in this Act.

SEC. 11. And be it enacted, That The Mayor and Commis-
sioners of Barton shall cause to be maintained a registration of
the legal and qualified voters residing within the corporate
limits of the town of Barton, of all male citizens of 21 years
of age or over, who have resided within said corporate limits
for the period of six months and who are citizens of the United
States; and such registration shall be essential to the right to
vote at any election held under the charter of the said town
of Barton. The said The Mayor and Commissioners of Barton
shall annually, during the month of April of each year, appoint
two persons to act as officers of said registration, who shall
sit as officers of registration at such places in said town as
