SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public safety, and being passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.

CHAPTER 307.
AN ACT to add a new Section to Article 23 of the Code of
Public General Laws of Maryland of the year 1912, title '' Cor-
porations '', sub-title '' Railroad Companies'', to come in imme-
diately after Section 272 and to be designated as "Section
272A", authorizing Railroad Companies to construct, main-
tain and operate railroads not exceeding one hundred (100)
feet in width at the graded surface thereof, with as many
sets of tracks as they may deem necessary from time to time,
and in addition thereto such side tracks, turnouts, depots,
buildings and other works as they may deem necessary in con-
nection with said railroads, between their termini in the State
of Maryland, or so far as said railroads may be within the
State of Maryland, and to acquire by purchase or condemna-
tion the necessary land and property therefor.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be added to Article 23 of the Code of
Public General Laws of Maryland of the year 1912, title "Cor-
porations", sub-title "Railroad Companies", to come in imme-
diately after Section 272, and to be designated as "Section
272A'', and to read as follows:
SEC. 272A. Any Railroad Company heretofore incorporated
under the Laws of this State, whether incorporated under the
provisions of this Article or by Special Act, or which may here-
after be incorporated under the Laws of this State, is hereby
invested with all the rights and powers necessary to locate, con-
struct, maintain and operate a railroad not exceeding one hun-
dred (100) feet in width at the graded surface thereof, with the
necessary addition thereto for slopes or embankments for cuts
and fills, and with as many sets of tracks as it may deem nec-
essary from time to time, and of additional width for such side
tracks, turnouts, depots, buildings and other works as it
