and highways, or portion of such streets or highways in said
City of Baltimore, as may be selected by the State Roads
Commission. After the Commission has provided for this ex-
penditure, then the Commission shall apply and expend the
balance then remaining, to such amount as may be necessary,
for the purpose of carrying out the obligations assumed by the
State under the Act passed by this General Assembly assent-
ing to the provisions of the Act of Congress, approved July
llth, 1916, entitled "An Act to provide that the United States
shall aid the States in the contribution of rural post roads, and
for other purposes." After the Commission has provided for
the aforesaid obligations, then the remainder of the said bal-
ance shall be used and expended, subject to the judgment and
discretion of the State Roads Commission, and in such man-
ner and order of priority as may be determined by it, for and
on account of the completion and extension, and thereafter for
the maintenance of the State Roads System of Maryland.

SEC. 7. And be it further enacted, That the County Com-
missioners of the several counties of this State and the Mayor
and City Council of Baltimore are hereby respectively di-
rected to levy the State taxes for the year 1919 at three-quar-
ters of one cent (3/4 of 1 cent) on each one hundred dollars of
assessable property; for the year 1920 at one cent (1 cent)
on each one hundred dollars of assessable property; and for
the year 1921 and annually thereafter to and including the
year 1934 at two and one-third cents (2 1/3 cents) on each
one hundred dollars of assessable property, to be collected ac-
cording to law, to meet the interest on the amount of said cer-
tificates outstanding, and also to meet and redeem so much of
the principal, in each of said years, as will be represented by
certificates redeemable in each year, respectively, as herein
specified in Section 2 of this Act.

SEC. 8. And be it further enacted, That this Act shall take
effect from and after the first day of June. 1918.
