itants of Anne Arundel County without any charge or dis-
crimination whatsoever.

SEC. 2. And be it further enacted, That each of the de-
ferred payments which are provided to be paid to the Treasurer
of Baltimore County, and each of the deferred payments other
than said payment of the value of said Curtis Creek bridge,
which are provided to be paid to the Treasurer of Anne Arun-
del County by Section 9 of the Act of the General Assembly of
Maryland of 1918, entitled "An Act to extend the Limits of
Baltimore City by including therein parts of Baltimore County
and Anne Arundel County," shall bear interest from Septem-
ber 1st, 1919, until paid.

SEC. 3. And be it further enacted, That this Act shall take
effect on the day after the day on which said Act to extend the
limits of Baltimore City, by including therein parts of Balti-
more County and Anne Arundel County, takes effect

CHAPTER 284.

AN ACT to authorize the creation of a State Debt to an aggre-
gate amount not exceeding the sum of one million dollars
($1,000,000), to be known as the "War Emergency Loan of
1918," and for the issue and sale of certificates of indebted-
ness evidencing the same, if and when the Executive Com-
mittee of the Maryland Council of Defense, with the ap-
proval of the Governor, determines that such issue is neces-
sary in the emergency created by the present war; the pro-
ceeds thereof to be used for the defense of the State in the
present war, as more particularly specified in this Act, and
providing for the time, manner and terms of such loan rfnd
the issue thereof.

SECTION 1. Be it enacted by tine, General Assembly of Mary-
land, That in order to provide, in the emergency created by
the present war, for (the defense of the State, the safety of its
people, the protection of property, and to aid the Government
of the United States in the prosecution of said war, a loan is
hereby authorized to be created, to be known as the "War
Emergency Loan of 1918," for an amount which in the aggre-
gate shall not exceed the sum of one million dollars ($1,000,-
000), the same to be issued and expended in the manner and
