enforcing all such rules and regulations; and in addition to
the other methods of enforcing compliance with such rules
and regulations, said County Commissioners shall have the
right to apply to the Courts of Equity of the State for an
injunction to enforce compliance therewith, in which case it
shall not be necessary to make other jurisdictional averment
than the threatened breach of such rules or regulations; and
said courts shall have jurisdiction to grant such injunctions
on such allegations being made. A certified copy of any such
rules and regulations shall be deemed proper evidence of the
same in any of the Courts of this State. The said County
Commissioners, in connection with the performance of their
duties under this Act, shall have power to require any party
or corporation with whom a contract is made to do work, or
furnish supplies or materials, to give bond, with surety to be
approved by said Commissioners, for the faithful performance
of such contract, and to require a similar bond of any of the
agents or employees appointed by said Commissioners under
the authority of this Article.

177 I. The County Commissioners of Montgomery County
may, after the passage of this Act, appoint, if in their judg-
ment it is advisable, a man of good judgment and having the
necessary technical qualifications and experience in road build-
ing to perform the duties of the office as Montgomery County
Road Superintendent; determine the amount of the bond which
he shall give; fix his salary at not exceeding eighteen hundred
dollars ($1800.) per annum, payable monthly, and may re-
move said County Road Superintendent, upon written charges
after an opportunity to be heard not less than five days after
the service of such charges, when in their judgment, it is
best for the public interests; and upon the death, resignation,
vacancy or removal of said superintendent may appoint a
successor with the same rights and obligations. The term of
office of said Road Superintendent shall be for two years
unless removed as herein provided. Said Road Superintend-
ent shall incur no expenses and receive no additional allow-
ance for services without authority from the County Com-
missioners first had and obtained; should any such additional
allowance be made by the County Commissioners the same shall
be charged against the general bridge fund, and when such addi-
tional allowance is for expenses incurred for any special road
or bridge such expenses shall be charged against such road or
