by a majority vote of all members of the Commission at a
meeting thereof; all contracts, agreements, grants, licenses,
made or entered into by the Commission shall be recorded in
books kept for that purpose, which shall always be open to the
inspection of the public. It shall be the duty of the members
of the Commission to travel over and personally inspect the
public highways1 in the several parts of the State and the work
being done on the same, in order that they may have, as far
as possible, personal knowledge of the requirements of the sev-
eral sections of the State in reference to the matter of roads
as well as of the progress from time to time of the work of said
Commission.
Section 82E. The Governor of Maryland shall appoint
three persons as members of a Board of Examiners for the
State Roads Commission, to serve one for two years, one for
four years and one for six years; each alternate year there-
after the Governor shall appoint one person as a successor to
the member whose term shall expire, to serve for six years.
Any vacancy shall be filled by the Governor for the unexpired
term. At no time shall more than two of the members of said
Board of Examiners be adherents of the same political party.
The members of said Board of Examiners shall serve without
pay. The .Governor may remove a member during his term of
office upon stating in writing the reasons for removal and allow-
ing such member an opportunity to be heard in his defense.
Section 82F. The Board of Examiners may appoint a sec-
retary who shall also be chief examiner and such other subor-
dinates as may by appropriation be provided for. The Board
of Examiners shall be furnished an office by the State Roads
Commission in the quarters occupied by the Commission. The
State Roads Commission shall further provide the said Board
of Examiners with stationery and such other supplies, equip-
ment and clerical assistance as may be necessary to carry out
the purpose and intention of this Act.
Section 82G. That in order to carry out the purpose and
intention of this Act, which is the selection of employees be-
cause of their fitness for the positions to be filled, the Board
of Examiners shall make, promulgate and, when they deem it
necessary, amend rules for the appointment to positions of all
employees of the State Roads Commission, except its Secre-
tary, which rules shall have the force and effect of law, and no
appointment of any of said employees, with respect to any
position, shall be made except according to such rules. Such
