thereof shall be chargeable with insolvencies allowed the County
Treasurer.

SEC. 9. And be it enacted, That the money arising from the
sale of said bonds shall be paid to the school examiner and
Treasurer of the school commission of Anne Arundel County
who shall keep a registry of the bonds, the names of the pur-
chasers, the amount realized and the payment of the coupons
and redemption and cancellation of the principal thereof.

SEC. 10. And be it erected, That the fund from sale of said
bonds shall be paid by the school examiner upon the order of
the building committees from a warrant book especially author-
ized by said committees, which said warrants shall be numbered
consecutively; and the said building committees are hereby
authorized and directed to pay the contractor or contractors
employed by them in accordance with the terms of their said
contract upon the warrant of said building committees such sum
or sums of money as shall be certified in such warrant as such
contractor or contractors are entitled to in the performance of
the contract, and shall pay, upon the warrant of said building
committees, the cost plans and specifications of the work pro-
posed to be done, the salary or commissions of the supervising
architect or architects, and such other expenses as said building
committees may properly have incurred in the discharge of
their duties; and no part of said proceeds of sale of said bonds
shall be paid out by said school examiner except on the war-
rant of said building committees.

CHAPTER 141.

AN ACT authorizing and directing that the Board of County
Commissioners of Cecil County, in addition to their func-
tions as such body as now fixed by law, be constituted "The
Board of Estimates for Cecil County, " for the purpose of
establishing a budget system of finance in said county and
providing for the manner of administration of the same;
and to further authorize and direct the Board of County
Commissioners to cause the books of the County Treasurer
and clerk to the Board of County Commissioners and "The
Board of Estimates for Cecil County" to be audited by a
well-known and approved firm of certified public account-
ants.
