SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section is hereby added to Article 57 of the
Code of Public General Daws, Bagby's Code, title "Limita-
tions", to follow Section 15, and to be designated as Section 16,
and to read as follows:
SEC. 16. Whenever a party has a good cause of action, but
in bringing suit has mistaken his cause of action and on said
wrong cause of action has recovered a judgment or decree,
which after being affirmed on appeal by the Court of Appeals
of Maryland, has been reversed by the Supreme Court of the
United States without a procedendo because of the mistake as
to his cause of action, suit may be brought on the cause of ac-
tion on which he is entitled to recover, at any time within two
years after the date of such final decree or judgment entered
by the Supreme Court of the United States; and this section
shall be construed retrospectively as well as prospectively.
SEC. 2. And be it enacted, That this Act shall take effect
from the 1st day of June, 1918.

CHAPTER 129.
AN ACT to repeal and re-enact with amendments Sections 745
and 745 1/2 of Article 4 of the Code of Public Local Laws of
Maryland (Revised Edition of 1915), title "City of Balti-
more, " sub-title "Police Commissioners, " so as to increase
the pay of persons holding certain ranks and grades in the
police force of said city.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 745 and 745 1/2 of Article 4 of the Code of
the Public Local Laws of Maryland (Revised Edition of 1915),
title "City of Baltimore, " sub-title "Police Commissioners",
be and the same are hereby repealed and re-enacted with amend-
ments so as to read as follows:
745. The said Board of Police Commissioners are authorized
and required immediately on entering upon the duties of their
office to appoint, enroll, and employ a permanent police force
for the City of Baltimore, which they shall arm and equip as
they may judge necessary, under such rules and regulations as
they may from time to time prescribe, and the. said Board shall
have the power to remove any police officer or officer of police,
