bonds, such sum or sums as they may deem proper, the said
corporation securing the same in such manner as to the Presi-
dent and Commissioners as may deem safe and proper; that
the said President and Commissioners are hereby empowered
to borrow the remainder of the said sum of thirty thousand
($30, 000) dollars, or the sum of five thousand ($5, 000) dol-
lars, on the faith and credit of the said town or corporation,
on short term promissory notes of the town or corporation,
signed by the President, sealed with the seal of the town, or
corporation and attested by the Clerk; said notes to bear in-
terest at a rate of not exceeding six (6) per centum, per annum,
and said sum, when so borrowed, may be used by the President
and Commissioners for the purpose of refunding any floating
indebtedness or for providing for the emergency needs of the
town or corporation.
SEC. 2. That nothing in this Act contained shall be oper-
ative or in force until on and after June 1, 1918.

CHAPTER 125.
AN ACT to repeal and re-enact, with amendments, Sections
671, 673, 674, 675, 676, 685, 687, 688 and 688A of Article
4 of the Code of Public Local Laws of Maryland, title "City
of Baltimore, " sub-title "Liquors and Intoxicating Drinks, "
as the same now stands, and to re-enact the same with amend-
ments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 671, 673, 674, 675, 676, 685, 687, 688
and 688A of Article 4 of the Code of Public Local Laws of
Maryland, title "City of Baltimore, " sub-title "Liquors and
Intoxicating Drinks, " as the same now stands, be and the same
are hereby repealed and re-enacted, with amendments, so as to
read as follows:
671. No one shall sell intoxicating liquors in the City of
Baltimore without a license and no licenses to sell intoxicating
liquors other than by distillers, brewers and rectifiers shall be
granted in the City of Baltimore except by said Board, and
then only to citizens of the United States of temperate habits
and good moral character who have complied with the requis-
ites of this sub-division of this Article.
