public schools of the State of Maryland for a period of three
years, such principal shall receive a salary of not less than five
hundred and seventy-five dollars ($575); provided, further,
that if such principal holds an elementary school principal's
certificate of the first class, and has taught in the public schools
of the State of Maryland for a period of five years, such prin-
cipal shall receive a salary of not less than six hundred dollars
($600); and provided, further, that if such principal holds an
elementary principal's certificate of the first class, and has
taught in the public schools of the State of Maryland for a
period of eight years, such principal shall receive a salary of
not less than six hundred and fifty dollars ($650).
The boards of county commissioners of each county shall
levy sufficient funds to meet the scale of salaries provided for
in this section; and the salary of no teacher regularly employed
at the time this section goes into effect shall be diminished by
reason of any of its provisions, but every teacher or school
principal shall be entitled to any increase in salary that may
herein be granted, from the time this section goes into effect.
SEC. 2. And be it further enacted, That this Act shall take
effect from and after June 1, 1918.

CHAPTER 107.
AN ACT to amend the Charter of the Burgess and Commis-
sioners of Middletown, in Frederick County, by repealing
and re-enacting with amendments Sections 353 and 369 of
Article Eleven of the Code of Public Local Laws of Mary-
land, title "Frederick County, " sub-title "Middletown, " as
repealed and re-enacted by the General Assembly of Mary-
land, Acts of 1896, Chapter 96, and as amended by the Acts
of 1902, Chapter 476, and as further amended by the Acts
of 1914, Chapter 796, and to add an additional section,
thereto to follow Section 359-B of said Article, and to be
designated as Section 359-C.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 353 and 369 of Article Eleven of the Code
of Public Local Laws of Maryland, title "Frederick County, "
sub-title "Middletown, " as repealed and re-enacted by the Gen-
eral Assembly of Maryland, Acts of 1896, Chapter 96, and as
