of violation of any of the laws of this State; and all fees of
constables for services of process in criminal cases in the Fifth
restrict shall be paid to the County Commissioners.

CHAPTER 104.

AN ACT to add a new section to Article 27 of the Annotated
Code of Maryland, entitled "Crimes and Punishments, "
said new section to be known as Section 20A and to come in
after and follow Section 20 of said Article, under the sub-
title "Blacklisting, " and said new section relating to black-
listing employees of persons, firms or corporations,

CHAPTER 105.

AN ACT to repeal and re-enact with amendments section 126
of Article 77 of the Annotated Code of Maryland, title
"Public Education, " sub-title "High Schools, " as the same
was repealed and re-enacted by Chapter 506 of the Acts of
the General Assembly of Maryland passed in the year 1916,
so as to provide increases in the minimum salaries of certain
teachers in the High Schools of this State.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That section 126 of Article 77 of the Annotated
Code of Maryland, title "Public Education, " sub-title "High
Schools, " as the same was repealed and re-enacted by Chapter
506 of the Acts of the General Assembly of Maryland passed
in the year 1916, be and the same hereby is repealed and re-
enacted with amendments, so as to read as follows:

126. For the encouragement of secondary education in
Maryland, the State shall extend aid to such groups of high
schools in such amounts and in such manner as hereinafter des-
ignated and described. All high schools of the counties of the
State of Maryland receiving state aid shall be arranged by the
state superintendent of schools in two groups, to be designated
first group and second group, according to the number of pupils,
enrolled, teachers employed, and years of instruction given.
High schools of the first group shall fulfill the following mini-
mum requirements: (a) They shall have an enrollment of not
