No city, county or other municipal sub-division of the State
shall have the right to make or enforce any local ordinance or
regulation, under the guise of a traffic regulation, to compel the
sounding of bells, horns or other signalling devices.
Nothing in the sub-title shall be taken in any way to add or
to detract from the right of any person injured in his person or
property by the negligent operation of a motor vehicle to sue
and recover damages as in the case of the negligent use or oper-
ation of other vehicles, and the violation of any provision of
this sub-title shall not be taken to give any right of action to any
individual who would not be entitled to the same in the absence
of such provision.
DEFINITIONS.
134. Whenever the term "motor vehicle" is used in this
sub-title, except when otherwise expressly provided, it shall be-
taken to include all vehicles, including motor bicycles, motor-
cycles, tractors and traction engines, propelled by any power
other than muscular power, except such vehicles as run only
upon rails or tracks. The term "solid tire vehicle" shall in-
clude all motor vehicles equipped with two or more solid tires.
The term "local authorities" shall include all officers of coun-
ties, cities, towns or villages, as well as all boards, committees
and other public officials of such counties, cities, towns or vil-
lages. The term "State" as used in the sub-title, except when
otherwise expressly provided and except in section 146, shall
also include the territories and federal districts of the United
States. The term "owner" shall include any person, firm,
association or corporation owning a motor vehicle, or having
the exclusive use thereof, under lease, hiring or rental thereof,
or otherwise. The term "dealer" shall be taken to include all
individuals, firms or corporations, actively engaged in the busi-
ness of buying, selling or exchanging motor vehicles, and who
have an established place of business. The term "chauffeur"
shall be taken to include every person operating a motor vehicle
for hire, or as an employee of the owner thereof. The terms,
