the trades and industries; to provide for cooperation with the
States in the preparation of teachers of vocational subjects; and
to appropriate money and regulate its expenditure, " approved
February twenty-third, nineteen hundred and seventeen.

SEC. 2. And be it further enacted, That the State Treasurer
is hereby constituted and appointed the custodian of the moneys
paid to the State of Maryland for vocational education-, under
the provisions of such Act, and such moneys shall be paid out
in the manner provided by such Act for the purposes therein,
specified.

SEC. 3. And be it further enacted, That the State Board of
Education of the State of Maryland is hereby designated as the
State Board for the purpose of carrying into effect the provisions
of such Act, and is hereby authorized and directed to cooperate
with the Federal Board of Vocational Education in the admin-
istration and enforcement of its provisions, and to perform such
official acts and exercise such powers as may be necessary to en-
title the State to receive its benefits, including the power to
prescribe standards of instruction and qualifications for teach-
ers employed in schools receiving benefits under this Act, and
to issue certificates for such teachers.

SEC. 4. And be it further enacted, That the State Board of
Education shall have full power to represent the State in any
and all matters in reference to the expenditure, distribution and
disbursements received from the United States Government in
said State, and to appropriate and use said moneys in whatever
way will in their discretion best subserve the interests of the
State and carry out the spirit and intent of said Act of Congress
in conformity with its provisions.

SEC. 5. And be it further enacted, That such Board is hereby
authorized to make such expenditures for the actual expenses of
the Board for the salaries of assistants and for such office and
other expenses as, in the judgment of the Board, are necessary
to the proper administration of this Act.

SEC. 6. And be it further enacted, That all Acts and parte
of Acts in conflict with this Act are hereby repealed.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of all
