County Commissioner unless he shall be a resident of said
Commissioner District at the time of his nomination and elec-
tion. A County Commissioner from the Second Commissioner
District shall be elected at the general election to be held in
the year 1919, whose term of office shall be four years, which
shall be designated the "long term"; no person shall be eligible
as a candidate for said County Commissioner unless he shall
be a resident of said Commissioner District at the time of his
nomination and election. A County Commissioner from the
Third Commissioner District shall be elected at the General
Election to be held in the year 1919, whose term of office shall
be two years, which shall be designated the "Short Term";
no person shall be eligible as a candidate for said County
Commissioner unless he shall be a resident of said Commis-
sioner District at the time of his nomination and election.
And all Acts or parts of Acts of the General Assembly of
Maryland which may in any wise conflict with the provisions
of this Section are hereby repealed.
At the Primary and General Elections to be held in the year
1921 and at every subsequent Primary and General Election
to be held for the purpose of nominating and electing County
Officers there shall be nominated and elected two County Com-
missioners: One for the "Short Term" and one for the "Long
Term"; and the County Commissioner District which last had
the "Short Term" County Commissioner shall have nominated
and elected the "Long Term" County Commissioner, so that
there shall be rotation in office as to the "Short Term" and
"Long Term" County Commissioner in the three County Com-
missioner Districts; and the person voted for at said elections
to hold said office for two years shall be designated on the bal-
lots cast at said elections by the words "Short Term" written
or printed immediately over the name of the person voted for,
and the person voted for to hold said office for the term of four
years shall be designated on the ballots cast at said election by
the words "Long Term" written or printed over the name of
the person voted for.
Section 106B. That for the purpose of the supervision of
the public roads and bridges in Cecil County, each County
Commissioner shall have control and jurisdiction over the Com-
missioner District for which he is elected, subject to the fol-
lowing regulations and restrictions:
(1) He shall be limited in his expenditures on the roads
and bridges in any one year in his Commissioner District to
