enacted by Chapter 687 of the Acts of the General Assem-
bly of Maryland passed at its Session of 1916.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 137 of Article 56 of the Annotated
Code of Maryland, title "Licenses," sub-title "Motor Vehi-
cles," as repealed and re-enacted by Chapter 687 of the Acts
of the General Assembly of Maryland at its Session of 1916,
be and the same is hereby repealed and re-enacted so to read
as follows:
Motor-Cycle Deputies.
137. It shall be the duty of the Commissioner of Motor
Vehicles to employ, with the consent and approval of the Gov-
ernor, and within the appropriation hereinafter provided for,
such number of deputies equipped with motor-cycles as in the
opinion of the Commissioner of Motor Vehicles, may be nec-
essary to enforce the provisions of the motor vehicle and traffic
laws throughout the entire State, said Commissioner to have
authority to discharge or dismiss said deputies in his discre-
tion, with or without other cause than may appear to him suffi-
cient. And whenever it shall happen that any city, town, vil-
lage or community of citizens shall make to said Commis-
sioner a complaint in writing that said motor vehicle or traffic
laws, or any of them, are being habitually or generally vio-
lated in any such locality, it shall be the duty of said Commis-
sioner forthwith to assign and maintain at such locality such
number of said motor-cycle deputies as in his opinion may be
necessary to enforce said laws, and in all such cases said
deputies shall have power to make summary arrests without
warrant and cause the offenders to be brought to trial as in
this sub-title provided. The aggregate expenditures of the
Commissioner of Motor Vehicles under the provisions of this
section shall not exceed $10,000 per year and shall be regarded
as an expense of his department, to be accounted for as in
this sub-title provided in the case of other expenses of his office,
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
