and Municipal boards and commissions, as it may find neces-
sary or desirable. Whenever the Executive Committee of said
Council is by any Act or Acts given any power or jurisdiction
with respect to the disbursement of moneys appropriated by
the State, the Comptroller of the Treasury and the State Treas-
urer shall constitute part of said Executive Committee, so that
in all such cases the Executive Committee shall consist of the
regular five members thereof, and the Comptroller and the
Treasurer.

SEC. 4. And be it further enacted, That all officers, depart-
ments, boards, commissions, institutions and agencies of the
State Government, or of any county or municipality in the
State, shall cooperate with the Council, and shall render it
such aid and assistance and give it such information as the
Council may need or require.

SEC. 5. And be it further enacted, That all expenses and
disbursements authorized by this Act shall be paid out of any
moneys in the Treasury available therefor and not otherwise
appropriated, or out of any moneys appropriated for such pur-
pose, such payments to be made, from time to time, on the
order of the Executive Committee of the Council, by and with
the sanction and approval of the Governor, such orders to be
directed to the Comptroller, who shall draw his warrant upon
the Treasurer for the amount thereof as in law provided.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.
