personal representatives, if maintainable by them, within the
time limited therefor by the laws of this State, except that the
right of such personal representatives to maintain such action,
suit or proceeding, shall in no event be barred before the ex-
piration of one year from such death or insanity.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.

CHAPTER 20.
AN ACT to repeal and re-enact with amendments Sub-section
(3) of Section 148 of Article 56 of the Annotated Code of
Maryland, title "Licenses," sub-title "Motor Vehicles/' as
repealed and re-enacted by Chapter 687 of the Acts of the
General Assembly of Maryland passed at its session of 1916,
and to create the State Board of Motor Vehicle Headlight
Inspection.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That sub-section (3) of Section 148 of Article .56
of the Annotated Code of Maryland, title "Licenses," sub-title
"Motor Vehicles," as repealed and re-enacted by Chapter 687
of the Acts of the General Assembly passed at its session of
1916, be and the same is hereby repealed and re-enacted to
read as follows:
3. Lights. All motor vehicles in use on the public highways,
excepting motor-cycles, shall during the period of from one-half
hour after sunset to one-half hour before sunrise display two
or more white or tinted lights, other than red, on the forward-
part of said vehicles, so placed as to be seen from the front,
