fee, and from this list the chief of police shall, from time to
time, call out persons for service, and he shall allow no person
to escape from the service; the chief of police shall make
monthly returns to the town clerk and the money collected, and
shall turn over the same to town. The Commissioners of Cris-
field shall have full power and authority to pass one or more
ordinances for executing, carrying out and enforcing the provi-
sions hereof and for providing systematic arrangements in re-
spect thereto.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 8.
AN ACT to add an additional section to the Code of Public
Local Laws of Maryland, title "Somerset County," to be
known under a new sub-title of "Fraud on Livery Stables'
Keepers," providing for the punishment of persons hiring
horses or vehicles from livery stable keepers in Somerset
county to go a certain distance and using said horses or
vehicles for greater distance.
SECTION 1. If any person shall hire from any livery stable
keeper in Somerset county, any horse, mare, gelding or vehicle
of any description whatsoever to go to any certain place or any
certain distance and shall secretly use said horse, mare, geld-
ing or vehicle for greater distance, or in going to some other
place than so hired with the intent to avoid payment for such
increased use, and shall fail or refuse to immediately pay the
said stable keeper a reasonable compensation for the addi-
tional use of said horse, mare, gelding or vehicle, which addi-
tional compensation shall be rated in proportion to the in-
creased distance and use, such person, shall on conviction be-
fore any justice of the peace of Somerset county forfeit and pay
a fine of not less than five dollars nor more than twenty-five
dollars, and upon failure or refusal to pay said fine and costs,
shall be committed by such justice of the peace to the jail of
Somerset county for a period not exceeding thirty days, and
in case of conviction as aforesaid, the accused shall have a right
of appeal to the Circuit Court of Somerset county upon enter-
ing into recognizance with surety to be approved by the justice
of the peace, and in every such case the appeal shall be taken
within thirty days after the date of his conviction.
