it shall be sufficient to set forth the essential facts constituting
the offense; and all proceedings before a justice of the peace
shall, either before said justice, or upon appeal at any stage be-
fore final judgment, be subject to amendment, in order that the
case may be presented upon its merits.

SEC. 2. And be it enacted, That all laws or parts of laws in-
consistent with the provisions of this Act be and they are here-
by repealed.

SEC. 3. And be it further enacted, That this Act shall take
effect on the thirtieth day of April, 1908.

CHAPTER 381.

AN ACT to repeal and re-enact with amendments sections 100
to 103, both inclusive, of article 19 of Code of Public Local
Laws, title "St. Mary's County," sub-title "Roads," as
amended by chapter 407 of the Acts of 1904, and to add cer-
tain new sections thereto, to be known as sections 103A, 103e,
103c and 103D, and to repeal sections 1 and 2 of article 25
of the Code of Public General Laws, title "County Commis-
sioners," and all other laws, in so far as said sections and
laws may be inconsistent with the provisions of this Act.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 100 to 103, both inclusive, of article 19 of the
Code of Public Local Laws, title "St. Mary's County," sub-title
"Roads," as amended by chapter 407 of the Acts of 1904, be and
the same are hereby repealed and re-enacted with amendments,
to read as follows; and certain new sections to be known as sec-
tions 103A, 103B, 103c and 103o are hereby added to said title
and sub-title; and sections 1 and 2 of article 25 of the Code of
Public General Laws, title "County Commissioners," and all
other laws in so far as said sections and laws may be inconsist-
ent with the provisions of this Act be and the same are hereby
repealed.

SEC. 100. The County Commissioners of St. Mary's county
are authorized and empowered to control and regulate the pub-
lic roads and bridges in said county, subject to the provisions of
this Act.

SEC. 101. The County Commissioners shall provide in their
levy of 1908 a sufficient sum of money to pay all indebtedness
