town of Hyattsville, which shall at any time prove a nuisance
or menace to health.
SEC. 23. It shall be the duty of the Mayor and Common
Council to prepare and mail to each citizen of Hyattsville, in
pamphlet -form, at least ten days before each regular election, a
detailed statement of the financial condition of the town, in-
cluding receipts and expenses of all kinds whatsoever for the
preceding year.
SEC. 24. And be it enacted, That the chief bailiff shall attend
the meetings of the Mayor and Common Council and he and all
other bailiffs shall perform such duties as they shall direct,
shall preserve the peace and good order of the town, and for
this purpose are vested with the same power and authority as
any constable now has under the laws of the State.
SEC. 25. And be it enacted, That the Mayor and Common
Council shall not expend or contract to expend in any one fiscal
year more money than the amount receivable from taxes and
other sources during that year, except as provided in section
17; and provided, however, that the present Mayor and Common
Council may authorize the obligations of the town to be issued
to an amount not exceeding two thousand dollars, and payable
and renewable at such times as may be agreed upon by said
Mayor and Common Council or the Council, provided for by
this Act, to the extent of not exceeding two thousand dollars, to
cover existing deficiences in the town revenue, and may also
purchase on instalments, to be agreed upon between the Mayor
and Common Council and the vendors, meters necessary to
regulate the flow of water to each consumer, the indebtedness
therefor not to exceed three thousand dollars.
SEC. 26. And be it enacted, That the Commissioners for the
county, justices of the peace, sheriff, constables and all the
county and State officers shall have, hold and exercise their
office and jurisdiction in the said town. The said Commission-
ers of Prince George's county shall appropriate annually three-
quarters of the full amount of road tax levied or imposed upon
the assessable property within the corporate limits of the town,
and shall order the collector, who shall collect all taxes within
said corporate limits, to pay said three-quarters of the road
taxes to the Mayor and Common Council of said town for the
improvement exclusively of the streets and roads within the cor-
porate limits of the town.
SEC. 27. And be it enacted, That the Mayor and Common
Council may, by ordinance, provide for the codification of all
ordinances which have been or may be passed by it, and for the
