SEC. 246. The Mayor and Aldermen are authorized and em-
powered to levy annually, with full power to provide by ordi-
nance for the collection of the same, upon the taxable property
of the city, such taxes as may be necessary in their judgment, to
pay all expenses and debts of the corporation and all obliga-
tions incurred by the corporation in pursuance of the power
conferred by this sub-title of this article; such taxes, when
levied, shall be a lien upon the property on which they are
levied in the same manner, as State and county taxes are liens
on property on which such taxes are levied.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage, and that all Acts or parts of Acts
inconsistent herewith are hereby repealed.

CHAPTER 359.

AN ACT to repeal and re-enact with amendments section 289A
of article 11 of the Code of Public Local Laws of Maryland,
title "Frederick County," sub-title "Justices of the Peace and
Constables," as the same was repealed and re-enacted by
chapter 350 of the Acts of the General Assembly of Mary-
land, passed at the January session, in the year nineteen hun-
dred, and to enact a new and additional section to follow
section 289A, and to be known as section 289B.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 289A of article 11 of the Code of Public Local
Laws of Maryland, title "Frederick County," sub-title "Justices
of the Peace and Constables," as the same was repealed and re-
enacted by chapter 350 of the Acts of the General Assembly of
Maryland, passed at the January session in the year nineteen
hundred, be and the same is hereby repealed and re-enacted
with amendments; and the following new and additional sec-
tion, to be known as section 289B, to follow section 289A be en-
acted so as to read as follows:

SEC. 289A. Three justices of the peace for Election District
Number Two, provided for in the preceding section, shall each
be paid by the County Commissioners of said county, in equal
quarterly instalments, the sum of three hundred dollars per an-
num, and shall receive no other or further fees for any ser-
vices rendered by them in criminal cases or arrests for the viola-
tions of any of the laws of the State of Maryland, and said
justices shall issue upon application therefor warrants for the
arrest of persons charged with violating any provisions of the
