are entitled to in the performance of the contract, and shall
pay upon the warrant of said building committee the cost of
plans and specifications of the work proposed to be done, the
salary or commission of the supervising architect, and such
other expense as said building committee may properly have in-
curred in the discharge of its duty, and no part of said proceeds
of sale of said bonds shall be paid out by said school treasurer,
except on the warrant of said building committee.

SEC. 8. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 632.

AN ACT to authorize and to require the Board of County
School Commissioners of Dorchester county to borrow money
for the purpose of building a schoolhouse in the town of
Secretary, in said county, and to provide funds therefor by
the issuing of bonds, to be endorsed by the County Commis-
sioners of Dorchester county, and authorizing the County
Commissioners to levy taxes on the assessable property of
said county to redeem said bonds.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of School Commissioners of Dorchester
county are hereby authorized and empowered to appoint a com-
mittee of five of the taxpayers of East New Market Election
District of said county, which committee shall be styled as and
constitute a building committee, to serve without pay, for the
purpose of building a schoolhouse located on the school lot in
the town of Secretary, Maryland; three of said committee shall
constitute a quorum, and the concurrence of three of them shall
be necessary for the decision of questions which may arise in
the discharge of their duties, and all vacancies in said building
committee, whether from death, refusal to act, resignation or
otherwise, shall be filled by competent persons from East New
Market Election District, to be selected by the said Board of
County School Commissioners of Dorchester county.

SEC. 2. And be it enacted, That said building committee
shall, as speedily as possible, procure and adopt plans and
specifications for erecting said school building, and as soon as
plans and specifications are determined upon by said building
committee, they shall invite sealed proposals by advertisements
for a reasonable time, for the construction and completion of
said work, which proposals shall be in sealed envelopes, in
