land, be and the same are hereby repealed and re-enacted to
read as follows:

66. The limits of the said town of Manchester shall embrace
all the land within the following metes and bounds, courses and
distances, to wit: Beginning at a stone marked B. C. L. stand
ing on the east side of Main street, opposite from the inter-
section of the Bachman's Valley road with Main street, and
running thence south 594 degrees W. 659 feet; thence S.
23 1/4 degrees E. 2,680 feet; thence S. 6 1/2 degrees W. 592 feet;
thence S. 40 degrees E. 580 feet; thence N. 69 1/2 degrees E. 1,286
feet; thence N. 25 1/2 degrees W. 917 feet; thence N. 57 3/4 degrees
W. 214 feet; thence N. 47 3/4 degrees E. 543 feet; thence N. 2214
degrees W. 211 feet; thence N. 32 dgrees E. 1,157 feet; thence
N. 52 1/4 degrees W. 513 feet; thence S. 50 1/2 degrees W. 699
feet; thence N. 35 degrees W. 1,441 feet; thence S. 571/4 degrees
W. 350 feet; thence S. 231/4 degrees E. 131 feet to the beginning
as will appear by reference to certificate and plat fully de-
scribing the bounds of the corporation filed with the clerk of
the Circuit Court of Carroll county for record.

67. The citizens of said town of Manchester of the age of
twenty-one years and upward and who shall have resided within
the limits of said town for a period of not less than six months
next preceding the election, and all qualified to vote for Dele-
gates of the General Assembly of Maryland, shall elect by bal-
lot, on the first Saturday of April in each and every year, at
such place as shall be designated by the Mayor and Common
Council, between the hours of one P. M. and four P. M., one
person of not less than twenty-five years of age and who has
been a resident of said town for at least twelve months next
preceding such elections, and shall be the owner of real estate
or leasehold property in said town, and a taxpayer in said
town on an assessment of at least five hundred dollars, as
Mayor, and five persons of not less than twenty-five years of
age, and resident of said town for not less than twelve months
next preceding such elections, as Councilmen; and in case of a
tie vote at any election, the Mayor shall give ten days' notice of
a new election to decide the choice between the parties having
such a tie vote.

73. All property, whether real, personal or mixed, within
said corporate limits, except that occupied as churches, schools
and the property owned by Lebanon Lodge, No. 175, A. F. & A.
M., and the property owned by Daniel and Jacob Lodge No. 23,
I. O. O. F., shall be subject to such taxes and charges as may
be deemed necessary by said Mayor and Common Council, to
support and maintain the expenses which may be at any time
